Daily Recap

As a member of the New York Police Department, Jillian Snider made more cannabis arrests than she could count. Most were for small amounts—a joint on a stoop, or a dime bag in a pocket. Back then, it was protocol, part of a zero-tolerance era where even low-level possession was treated as a threat.

But after years on the job and seeing firsthand how those arrests consumed resources and did little to keep our streets safe, it became clear to her that federal canna policy is not only outdated but also actively undermines public safety and common sense.

In an recent Op-Ed, she offered there is strong support for the STATES 2.0 Act. The bipartisan bill would remove cannabis from the Controlled Substances Act, allowing states to regulate cannabis without federal interference. It wouldn’t impose federal legalization—it would simply get Washington out of the way.

This is more than just a policy shift, she argued— it’s a political wave. The STATES 2.0 Act has bipartisan support and is backed by law enforcement groups, industry leaders and criminal justice policy experts.

Additionally, public opinion is overwhelmingly in favor, with nearly 90% of Americans in support of cannabis legalization, including a majority of Republicans. Given the polarized political climate, she surmised, that kind of consensus is extremely rare.

Do The Right Thing

Bipartisan congressional lawmakers reintroduced a pair of bills meant to automatically seal criminal records for certain non-violent federal marijuana offenses and to provide assistance for states in removing records for similar convictions.

The legislation is “about redemption, but it’s also about the economy,” said Sen. Lisa Blunt Rochester (D-DE) and Rep. Laurel Lee (R-FL), who co-sponsored the bill.

Guns & Gummies

The U.S. Supreme Court approved a request from the government’s top lawyer that sought more time to consider a challenge to a February appeals court ruling around the federal prohibition on gun ownership by people who consume cannabis.

“The Solicitor General has not yet determined whether to file a petition for a writ of certiorari in this case. The additional time sought in this application is needed to continue consultation within the government and to assess the legal and practical impact of the court of appeals’ ruling.” Solicitor General D. John Sauer

The Bronx Zoo

After a botched launch for the New York adult-use cannabis market, 2024 saw the number of legal stores triple, according to a new Office of Cannabis Management report, fueling total sales for the year of $869 million.

By the end of last year, 260 retail locations were operational statewide, stocking more than 500 brands. Including the sales thus far in 2025, New York’s legal canna market is now close to $1.5 billion worth of purchases.

Stocks & Stuff

U.S cannabis stocks ripped higher after a midday headline that President Trump’s pick to lead the DEA said examining a proposal to federally reschedule marijuana will be “one of my first priorities” and it’s “time to move forward” on the stalled process.

MSOS, up as much as 19% when the news hit, finished with a 12% gain.

Below, we’ll top-line month-end, weigh patience vs. pain, preview next week’s canna earnings, and walk through every state’s current regulations on intoxicating hemp.

All that and more, just scroll down.

Note: there will be no Cannabis Confidential tomorrow as we’ll be in Smithfield RI to support our son and his Bearcats in an America East Conference semifinal game.

If they beat the Bulldogs, we’ll stay in Chowder-town for the Championship game on Saturday, which would qualify Friday as a legitimate travel/ mental health break, too.

Good luck to #13 and this tightknit group—win or lose, we couldn’t be any prouder.
